🔴 همزمان با موافقت دولت بایدن برای حمله کی‌یف به عمق خاک روسیه با موشکهای دوربرد ATACMS، پوتین دقایقی پیش دکترین جدید هسته‌ای روسیه را تائید کرد. مهمترین مفاد این سند عبارتند از:
🔹تصمیم برای استفاده از سلاح هسته‌ای توسط رئیس جمهور روسیه گرفته می‌شود.
🔹تجاوز هر کشوری از ناتو به روسیه، به معنای حمله تمام ائتلاف ناتو تلقی می‌شود.
🔹در صورت تجاوز از سوی یک کشور غیرهسته‌ای [در شرایط کنونی منظور اوکراین است] با حمایت یک کشور هسته‌ای مسکو آن را یک حمله مشترک تلقی خواهد کرد.
🔹روسیه در صورت تهدید جدی حاکمیت و تمامیت ارضی خود و بلاروس می‌تواند از سلاح هسته‌ای استفاده کند.
🔹از جمله شرایط استفاده از سلاح هسته‌ای، پرتاب موشکهای بالستیک علیه روسیه است. [مشخصا می‌توان گفت که منظور روسیه، مجوز بایدن به کی‌یف برای استفاده از موشکهای دوربرد برای حمله به عمق خاک روسیه است.]

Russians and Ukrainians are both prolific users of Telegram. They rely on the app for channels that act as newsfeeds, group chats (both public and private), and one-to-one communication. Since the Russian invasion of Ukraine, Telegram has remained an important lifeline for both Russians and Ukrainians, as a way of staying aware of the latest news and keeping in touch with loved ones. To that end, when files are actively downloading, a new icon now appears in the Search bar that users can tap to view and manage downloads, pause and resume all downloads or just individual items, and select one to increase its priority or view it in a chat. These entities are reportedly operating nine Telegram channels with more than five million subscribers to whom they were making recommendations on selected listed scrips. Such recommendations induced the investors to deal in the said scrips, thereby creating artificial volume and price rise. At the start of 2018, the company attempted to launch an Initial Coin Offering (ICO) which would enable it to enable payments (and earn the cash that comes from doing so). The initial signals were promising, especially given Telegram’s user base is already fairly crypto-savvy. It raised an initial tranche of cash – worth more than a billion dollars – to help develop the coin before opening sales to the public. Unfortunately, third-party sales of coins bought in those initial fundraising rounds raised the ire of the SEC, which brought the hammer down on the whole operation. In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed.
