Глупости! Нет никакого смысла содержать лишние учебные заведения, тем более, работающие неэффективно: когда выпускники ссузов вместо работы по профессии устраиваются в ДНС или KFC. У нас достаточно образовательных организаций среднего профессионального образования. Они с трудом набирают группы и ёмкость по обучению всегда доступна, и сохранится даже если закрыть половину колледжей регионального подчинения.
Поэтому в наше нелёгкое время вопрос оптимизации структуры колледжей, в том числе повышения их эффективности в части комплектования предприятий системообразующих сфер — это своевременная и абсолютно вменяемая и нужная мера! Причём, никак на демографию не влияющая!
