Распоряжением устанавливается обязательная минимальная доля использования вторичного сырья при производстве товаров, проведении работ и оказании услуг, закрепленных в Распоряжении. При этом, при производстве цемента, а также строительстве и реконструкции дорог допускается использование золошлаков в качестве вторичного сырья.
