چهارمین نشست تخصصی "سیاست خارجی در عمل"

از سوی انجمن علمی دانشجویی روابط بین‌الملل دانشگاه خوارزمی با همکاری انجمن علمی دانشجویی مطالعات منطقه‌ای دانشگاه خوارزمی و کمیته دانشجویی انجمن ایرانی مطالعات سازمان ملل متحد در تاریخ ۱۰آذر۱۴۰۳ در دفتر مطالعات سیاسی و بین‌المللی وزارت امورخارجه برگزار شد. در این نشست، معاون و رئیس محترم دفتر مطالعات سیاسی و بین‌المللی وزارت امور خارجه، جناب آقای دکتر شیخ‌الاسلامی سخنرانی کردند و سپس پرسش و پاسخ با دانشجویان برگزار شد.

Crude oil prices edged higher after tumbling on Thursday, when U.S. West Texas intermediate slid back below $110 per barrel after topping as much as $130 a barrel in recent sessions. Still, gas prices at the pump rose to fresh highs. Unlike Silicon Valley giants such as Facebook and Twitter, which run very public anti-disinformation programs, Brooking said: "Telegram is famously lax or absent in its content moderation policy." Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. The company maintains that it cannot act against individual or group chats, which are “private amongst their participants,” but it will respond to requests in relation to sticker sets, channels and bots which are publicly available. During the invasion of Ukraine, Pavel Durov has wrestled with this issue a lot more prominently than he has before. Channels like Donbass Insider and Bellum Acta, as reported by Foreign Policy, started pumping out pro-Russian propaganda as the invasion began. So much so that the Ukrainian National Security and Defense Council issued a statement labeling which accounts are Russian-backed. Ukrainian officials, in potential violation of the Geneva Convention, have shared imagery of dead and captured Russian soldiers on the platform. But Telegram says people want to keep their chat history when they get a new phone, and they like having a data backup that will sync their chats across multiple devices. And that is why they let people choose whether they want their messages to be encrypted or not. When not turned on, though, chats are stored on Telegram's services, which are scattered throughout the world. But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website.
