تصمیم گیری در مورد این موضوع باید در نهادهای ذیربط انجام بگیرد. می‌دانیم که الان در مجمع تشخیص مصلحت نظام بحث الحاق به کنوانسیون مقابله با جرائم سازمان یافته در جریان است و منطقی به نظر می‌رسد که اجازه بدهیم که این بحث‌ها در مجاری خودش به صورت فنی و کارشناسی بحث بشود و به نتیجه گیری مطلوب منجر شود. ما به عنوان وزارت خارجه به عنوان یکی از دستگاه‌هایی که در این رابطه حضور داریم و مشورت می‌دهیم، قطعاً دیدگاه‌مان را بر اساس یافته‌های کارشناسی در اختیار نهادهای تصمیم‌گیر قرار می دهیم. @MFAIran

The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." In this regard, Sebi collaborated with the Telecom Regulatory Authority of India (TRAI) to reduce the vulnerability of the securities market to manipulation through misuse of mass communication medium like bulk SMS. Telegram boasts 500 million users, who share information individually and in groups in relative security. But Telegram's use as a one-way broadcast channel — which followers can join but not reply to — means content from inauthentic accounts can easily reach large, captive and eager audiences. Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. Ukrainian forces have since put up a strong resistance to the Russian troops amid the war that has left hundreds of Ukrainian civilians, including children, dead, according to the United Nations. Ukrainian and international officials have accused Russia of targeting civilian populations with shelling and bombardments.
