استعمل إبراهيم باشا أهالي فلسطين في أعمال السخرة وبناء الثكنات العسكرية، وحين نُفّذ هذا القرار وأصبح الجميع سواسية أمام محمد علي باشا وابنه وما رافق ذلك من إهانة وجبروت في تنفيذ هذه القرارات أصبح أصحاب الجاه والمكانة الاجتماعية مثل القبائل والمشايخ في نابلس والقدس وغيرها مستائين وناقمين على هذا الاستبداد الذي لم يروه في ظل الولاة العثمانيين.
وفي ظل الظلم والقهر اللذين تعرض لهما الفلسطينيون من السلطات الجديدة التي جاء بها محمد علي وإبراهيم اتفق الجميع على توحيد صفوفهم في رفض هذه القرارات.
وحين علم إبراهيم باشا بهذه المستجدات ذهب إلى القدس مع جيشه وأحاط بها، ودعا الحاكم وشيوخ القبائل المجاورة إلى التحاور، وأعلن هؤلاء رفضهم تسليم سلاحهم، كما أعلنوا رفضهم التجنيد الإجباري، وطالبوا بدفع مقابل مالي نظير الإعفاء.
