Изменения предлагается внести в закон «О дополнительных мерах государственной поддержки семей, имеющих детей». Как говорится в пояснительной записке, около 5 млн российских семей получат право на материнский капитал с 2027 по 2030 годы. По предварительным оценкам, реализация законопроекта потребует дополнительных финансовых расходов из бюджета в 2027–2030 годах в общем объеме 2,776 трлн рублей.

Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. The original Telegram channel has expanded into a web of accounts for different locations, including specific pages made for individual Russian cities. There's also an English-language website, which states it is owned by the people who run the Telegram channels. The regulator said it had received information that messages containing stock tips and other investment advice with respect to selected listed companies are being widely circulated through websites and social media platforms such as Telegram, Facebook, WhatsApp and Instagram. Telegram boasts 500 million users, who share information individually and in groups in relative security. But Telegram's use as a one-way broadcast channel — which followers can join but not reply to — means content from inauthentic accounts can easily reach large, captive and eager audiences. Two days after Russia invaded Ukraine, an account on the Telegram messaging platform posing as President Volodymyr Zelenskiy urged his armed forces to surrender.
