Это касается правительства, судебной, правоохранительной системы. Это касается региональных органов власти. Это касается, тем более, муниципального уровня управления, где степень участия государства определена исключительно через нормативно-правовую базу. И с помощью прямого вмешательства сделать там, мягко говоря, мало что можно, или вообще невозможно.
