In 2018, Russia banned Telegram although it reversed the prohibition two years later. By the start of April, Pavel Durov had given his notice, with TechCrunch saying at the time that the CEO had resisted pressure to suppress pages criticizing the Russian government. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands.
