Согласно документам, приют хотели построить в районе улицы Чекистов на участке площадью 3,5 гектара. Общая его вместимость — 1.000 мест, в том числе 80% собак и 20% кошек. На территории собирались оборудовать площадки для выгула и вольеры, ветпункт с операционными, изоляторы для зараженных животных и помещения для карантина.
Из бюджета на проект было выделено 10 миллионов рублей.
