Уроженец Челябинска, Текслер вернулся в регион с поста первого замминистра энергетики РФ в марте 2019 года: президент Владимир Путин назначил его врио губернатора после досрочной отставки Бориса Дубровского. В сентябре того же года Текслер выиграл губернаторские выборы, получив почти 70% голосов.
