Был проведен всесторонний анализ подразделений и подведомственных учреждений и внимательно оценен кадровый потенциал.
Учитывая постоянную модернизацию и частичную передачу полномочий на региональный уровень, мэр предложила рассмотреть возможность еще одной оптимизации: в администрации можно упразднить еще 154 штатные единицы.
