However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors. At its heart, Telegram is little more than a messaging app like WhatsApp or Signal. He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations.
