The CBOE Volatility Index, or VIX, has held at a lofty level of more than 30. What distinguishes the app from competitors is its use of what's known as channels: Public or private feeds of photos and videos that can be set up by one person or an organization. The picture was mixed overseas. Hong Kong’s Hang Seng Index fell 1.6%, under pressure from U.S. regulatory scrutiny on New York-listed Chinese companies. Stocks were more buoyant in Europe, where Frankfurt’s DAX surged 1.4%. "Your messages about the movement of the enemy through the official chatbot … bring new trophies every day," the government agency tweeted.
