В преддверии COP29 государства-члены и секретариат Рамочной конвенции ООН об изменении климата должны подчеркнуть перед лицом властей Азербайджана важность процветающего и независимого гражданского общества, в том числе возможности свободно призывать к проведению климатических реформ.
