Сейчас мы узнаем о репрессиях, арестах, войнах практически в тот момент что они происходят.
Поэтому в те времена для государства важно было иметь полномасштабную машину репрессий для миллионов, и соотношение насилие vs пропаганда было 80/20.
А сейчас это соотношение 20/80. Мне кажется, очень точно.

Ukrainian and international officials have accused Russia of targeting civilian populations with shelling and bombardments.
