Сергей Ефимов был известен в городе как энтузиаст автоспорта и инициатор создания этого уникального объекта. По версии следствия, деньги Ефимов получил от предпринимателя Арайика Закаяна. В ответ он позволил разместить на бесплатно отведенной под трассу территории асфальтобетонный завод. Автоспортивный комплекс для дрифта «Трасса 74» обошелся бюджету в 160 миллионов.
