Технологические санкции ограничивают способность РФ встать на траекторию нормального роста, но она на ней и не была, туда не двигалась и вообще давно публично перестала ставить себе задачу стать чем-то реально передовым. “Не рухнули — и ок”, такой примерной вайб.
