Один из выводов статьи - может и есть плюс в заморозке ввода новых мощностей - ломиться на рынок с перспективой профицита производства возможно и не стоит, даже без каких-либо ограничений.
Вариант выхода из ситуации - не сжижение газа, а переориентация на производство из газа аммиака. Решение интересное, хотя и здесь вопросов и рисков достаточно.
