Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. In the past, it was noticed that through bulk SMSes, investors were induced to invest in or purchase the stocks of certain listed companies.
