In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. The page is rife with disinformation, according to The Atlantic Council's Digital Forensic Research Lab, which studies digital extremism and published a report examining the channel. WhatsApp, a rival messaging platform, introduced some measures to counter disinformation when Covid-19 was first sweeping the world. But because group chats and the channel features are not end-to-end encrypted, Galperin said user privacy is potentially under threat. "For Telegram, accountability has always been a problem, which is why it was so popular even before the full-scale war with far-right extremists and terrorists from all over the world," she told AFP from her safe house outside the Ukrainian capital.
