А зачем эти деньги? А и правильно, если тот биомусор, что принят на работу будет реально заниматься вопросами образования, медицины, закупками, то и не будет никакой медицины, с образованием. Поэтому поблагодарим доблестных сотрудников АП, что решено половину бюджета потратить на самих сотрудников АП. И в принципе правильно, какая разница - 100 человек будут писать бред и ничем не заниматься, или 50? Или даже 40? Лена и с тремя сотрудниками справится. А остальное - как у Гоголя.
