В докладе рассматриваются проблемы, возникшие после прекращения доступа российских организаций к Web of Science и Scopus. Рассматривается базовая структура указателей цитирования и источники включаемой в них информации. Описываются альтернативные возможности поиска научных публикаций с использованием иных доступных ресурсов, а также возможности получения библиометрических показателей, используемых для оценки научной деятельности в текущих условиях.

Emerson Brooking, a disinformation expert at the Atlantic Council's Digital Forensic Research Lab, said: "Back in the Wild West period of content moderation, like 2014 or 2015, maybe they could have gotten away with it, but it stands in marked contrast with how other companies run themselves today." Groups are also not fully encrypted, end-to-end. This includes private groups. Private groups cannot be seen by other Telegram users, but Telegram itself can see the groups and all of the communications that you have in them. All of the same risks and warnings about channels can be applied to groups. "There are a lot of things that Telegram could have been doing this whole time. And they know exactly what they are and they've chosen not to do them. That's why I don't trust them," she said.
