Проект разработан архитектурным бюро ТПО PRIDE и ландшафтной компанией Arteza.

Концепцией предлагается использовать образ тигра как наиболее яркий, запоминающийся и проводящий параллель с функцией здания цирка.

Архитекторы предлагают для привлечения внимания использовать так называемый «пятый фасад» – кровлю здания – которую можно увидеть только с высоты птичьего полёта, либо при рассмотрении спутниковой карты.
