دکتر مرتضی ناصربخت، متخصص پزشکی اجتماعی، عضو هیئت‌علمی دانشگاه علوم پزشکی ایران و رئیس مرکز تحقیقات بهداشت روان این دانشگاه است.
او قریب به ۱۰ سال در حوزه مدیریت پژوهش دانشگاه فعالیت داشته و نیز دارای سابقه همکاری با سازمان هلال احمر به عنوان پزشک و مسؤول امداد جاده‌ای در شهرستان کرج و همکاری با شهرداری تهران به عنوان مشاور جامعه ایمن و فعال در ستاد بحران شهرداری مناطق ۵ و ۶ بوده است.
دکتر ناصربخت در بحران همه‌گیری کرونا با کمیته سلامت روانی-اجتماعی دفتر سلامت روانی، اجتماعی و اعتیاد وزارت بهداشت همکاری داشته و پس از سیل گسترده سال ۱۳۹۸، عضو گروه کاری «کمیته بهداشت، سلامت روان و مددکاری اجتماعی» کارگروه اجتماعی، فرهنگی و رسانه هیأت ویژه گزارش ملی سیلاب‌ها بوده است. -
