Валерия Антоненко родилась в Ижевске, окончила юридический факультет УдГУ, а также аспирантуру в Институте философии и права УрО РАН в Екатеринбурге. Имеет ученую степень кандидата юридических наук.
В 2007–2012 гг. возглавляла юрагентство ООО «Аргумент». С 2012 по 2019 гг. — руководитель Центра поддержки экспорта Корпорации развития Удмуртии. С 2019 по 2025 гг. — заместитель директора АНО «Корпорация развития Удмуртии».
Напомним, 28 февраля стало известно, что пост руководителя Корпорации развития Удмуртии покинул Фаниль Мандиев, возглавлявший ее в течение года. Он объяснил, что займется неким новым проектом.
