The regulator said it had received information that messages containing stock tips and other investment advice with respect to selected listed companies are being widely circulated through websites and social media platforms such as Telegram, Facebook, WhatsApp and Instagram. Individual messages can be fully encrypted. But the user has to turn on that function. It's not automatic, as it is on Signal and WhatsApp. "For Telegram, accountability has always been a problem, which is why it was so popular even before the full-scale war with far-right extremists and terrorists from all over the world," she told AFP from her safe house outside the Ukrainian capital. It is unclear who runs the account, although Russia's official Ministry of Foreign Affairs Twitter account promoted the Telegram channel on Saturday and claimed it was operated by "a group of experts & journalists." "This time we received the coordinates of enemy vehicles marked 'V' in Kyiv region," it added.
