В 1918–1919 гг. здесь находился реввоенсовет и штаб 10-й Красной армии, размещались кабинеты Иосифа Виссарионовича Сталина и Климента Ефремовича Ворошилова, членов РВС 10-й армии.
В 20-30-е гг. XX в. в бывшем купеческом особняке размещились пайторг, промбанк, губернский совет народного хозяйства, Дворец труда (облсовет профсоюзов).
В 1941–1942 гг. в помещениях здания работал эвакогоспиталь № 2104.
