توصیه‌ای جدی که راهبرد دولت وفاق ملی است و در مراسم معارفه وزرای محترم دولت مطرح و تاکید کردم، استفاده از جوانان و زنان متخصص در مدیریت‌های کلیدی وزراتخانه‌ها و سازمان‌ها است؛ چرا که اگر این مهم رخ ندهد، مدیریت کشور دچار پیری افراطی می‌شود. این خطر را باید جدی تلقی کرد.

The gold standard of encryption, known as end-to-end encryption, where only the sender and person who receives the message are able to see it, is available on Telegram only when the Secret Chat function is enabled. Voice and video calls are also completely encrypted. In 2014, Pavel Durov fled the country after allies of the Kremlin took control of the social networking site most know just as VK. Russia's intelligence agency had asked Durov to turn over the data of anti-Kremlin protesters. Durov refused to do so. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information. In 2018, Russia banned Telegram although it reversed the prohibition two years later. A Russian Telegram channel with over 700,000 followers is spreading disinformation about Russia's invasion of Ukraine under the guise of providing "objective information" and fact-checking fake news. Its influence extends beyond the platform, with major Russian publications, government officials, and journalists citing the page's posts.
