Как стало известно «Базе», фирма «Спутник», предлагавшая билеты на смертельную экскурсию по подземным коллекторам Москвы, не была официально зарегистрирована. Сейчас ее гендиректора Кима разыскивают силовики. Гендиректор экскурсионного бюро «Авангард» — Лазовский — в данный момент уже находится не на территории России, предварительно, он уехал в ОАЭ.
Также, по версии следствия, организаторы подземных туров не могли заранее не знать о рисках, которым подвергались их клиенты. Согласно прогнозам синоптиков, вероятность ливневых дождей, затопивших коллектор, была крайне высока. Несмотря на это, диггеры-«инструкторы» фирмы не отменили и без того незаконный поход.
Помимо этого подземные туры фирмы «Спутник» не согласовывались с городскими службами Москвы, хотя за это предусмотрено наказание, вплоть до уголовной ответственности.
