وليس هو مشرّعاً ليحقّ له أن يغيّر في الأحكام حسب ما يظنّه من مستجدّات بزعم جعلها بذلك ملائمة للعصر، كما يلاحظ مثله في سلوك بعض أدعياء الفقاهة ممّن يحاولون إضفاء صيغة صناعيّة علميّة على ما يزعمون أنّه مقتضى ملائمة الدين الإسلاميّ لكلّ عصر وزمان، وهذا منحى خطير يجرّ صاحبه إلى مخالفة أحكام مسلّمة واضحة الثبات، كما وقع فيها عدد منهم في جملة من الموارد.

Russians and Ukrainians are both prolific users of Telegram. They rely on the app for channels that act as newsfeeds, group chats (both public and private), and one-to-one communication. Since the Russian invasion of Ukraine, Telegram has remained an important lifeline for both Russians and Ukrainians, as a way of staying aware of the latest news and keeping in touch with loved ones. The perpetrators use various names to carry out the investment scams. They may also impersonate or clone licensed capital market intermediaries by using the names, logos, credentials, websites and other details of the legitimate entities to promote the illegal schemes. Two days after Russia invaded Ukraine, an account on the Telegram messaging platform posing as President Volodymyr Zelenskiy urged his armed forces to surrender. In the past, it was noticed that through bulk SMSes, investors were induced to invest in or purchase the stocks of certain listed companies. In 2018, Russia banned Telegram although it reversed the prohibition two years later.
