В своём письме Шамаев отметил, что новый законопроект ущемляет права народов на изучение родного языка. Он указал на то, что в проекте закона не прописаны такие понятия, как «двуязычие», «многоязычие», а также отсутствует концепция развития родных языков.
Шамаев попросил приостановить разработку нового законопроекта, чтобы обеспечить гармоничное развитие всех народов РФ.
