Наукометрическая библиотека в НЦ НИУ ВШЭ

Вчера в Наукометрическом центре ВШЭ состоялось знаковое событие: было положено начало наукометрической библиотеки! Наша подписчица, пожелавшая остаться неизвестной, передала нам в дар Essays of an Information Scientist — собрание сочинений Юджина Гарфилда, на работы которого регулярно ссылаемся в нашей рубрике «История наукометрии». В них собраны публикации, благодаря которым был заложен теоретический фундамент наукометрии, какой мы видим ее сейчас. Кроме того, в одном из томов присутствует факсимильная подпись Гарфилда, невероятно ценная и воодушевляющая.

Мы благодарим анонимную подписчицу и планируем активно работать с сочинениями Юджина Гарфилда!

Since January 2022, the SC has received a total of 47 complaints and enquiries on illegal investment schemes promoted through Telegram. These fraudulent schemes offer non-existent investment opportunities, promising very attractive and risk-free returns within a short span of time. They commonly offer unrealistic returns of as high as 1,000% within 24 hours or even within a few hours. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information. The channel appears to be part of the broader information war that has developed following Russia's invasion of Ukraine. The Kremlin has paid Russian TikTok influencers to push propaganda, according to a Vice News investigation, while ProPublica found that fake Russian fact check videos had been viewed over a million times on Telegram. "There is a significant risk of insider threat or hacking of Telegram systems that could expose all of these chats to the Russian government," said Eva Galperin with the Electronic Frontier Foundation, which has called for Telegram to improve its privacy practices.
