Так вот, из 552 возможных убежищ соответствующими требованиям безопасности были признаны 377. А их хватит на 200 тыс. человек. (Население Риги чуть больше 600 тыс.).
Да и эти подходящие бомбоубежища расположены неудачно – на востоке латвийской столицы, ибо большая часть из них сохранилась с советских времен. А тогда ждали нападения с Запада, а не Востока.

He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations.
