Под контроль государства перешли заводы, собственником которых было ООО «Промсельхозинвест», принадлежащее американской Universal Beverage Company. Основателем «Главпродукта» был американский гражданин Леонид Смирнов, уехавший из России, не оплатив налоги на сотни миллионов рублей.
