پاسخ این سوال در ذات و ماهیت این حکومت نهفته است. جمهوری اسلامی هر چند بر کشور ایران سیطره یافته اما بنا به ذات غیر ملی و امت گرای خود، ایران را اداره نمی‌کند، بلکه در جهت ایدئولوژی و گسترش سیطره خود مصرف می‌کند. نفت، گاز، آب، خاک و هر ثروتی که ایران دارد از نظر حاکمان ج.ا، به عنوان ابزاری در جهت گسترش ایدئولوژی تشیع انقلابی دیده می شود و به همین دلیل است دست قاسم سلیمانی در دادن پول به حزب الله و سایر پروکسی ها بازتر از دولت در دادن همین پول به مردم ایران بود.
