⚡️УНЦ–2024: Разработчики нормативов отвечают на острые вопросы специалистов по инвестпланированию
В этом году мы провели очный семинар и четыре вебинара, посвященных Приказу Минэнерго от 26.02.2024 № 131 и новой методике расчёта укрупненных нормативов цены, применяемых в инвестиционном планировании электросетевых компаний.
Кроме того, нам удалось собрать целое отраслевое сообщество в отдельной группе в Telegram. Там идёт активная дискуссия, а также задают вопросы, на которые наши эксперты подробно отвечают.
С февраля по июнь нам задали более 200 вопросов по УНЦ. А с июня по август — ещё более 100. Мы собрали подборку из самых острых вопросов за последнее время с ответами экспертов, принимавших участие в разработке методики, дополнили их рекомендациями по применению УНЦ-2024 и опубликовали большую статью на VC.ru.

On February 27th, Durov posted that Channels were becoming a source of unverified information and that the company lacks the ability to check on their veracity. He urged users to be mistrustful of the things shared on Channels, and initially threatened to block the feature in the countries involved for the length of the war, saying that he didn’t want Telegram to be used to aggravate conflict or incite ethnic hatred. He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations. This ability to mix the public and the private, as well as the ability to use bots to engage with users has proved to be problematic. In early 2021, a database selling phone numbers pulled from Facebook was selling numbers for $20 per lookup. Similarly, security researchers found a network of deepfake bots on the platform that were generating images of people submitted by users to create non-consensual imagery, some of which involved children. In view of this, the regulator has cautioned investors not to rely on such investment tips / advice received through social media platforms. It has also said investors should exercise utmost caution while taking investment decisions while dealing in the securities market. Update March 8, 2022: EFF has clarified that Channels and Groups are not fully encrypted, end-to-end, updated our post to link to Telegram’s FAQ for Cloud and Secret chats, updated to clarify that auto-delete is available for group and channel admins, and added some additional links. In addition, Telegram's architecture limits the ability to slow the spread of false information: the lack of a central public feed, and the fact that comments are easily disabled in channels, reduce the space for public pushback.
