Десять команд из Пскова, Себежа, Печор, Идрицы, Невеля, Пустошки и Великих Лук разбили на три подгруппы. В матче-открытии соревнований встретятся псковская «Искра» и «Псков-2».
В финальную часть турнира, где будет вестись борьба за победу, выйдут три команды – победители каждый подгруппы.
