Telegram has gained a reputation as the “secure” communications app in the post-Soviet states, but whenever you make choices about your digital security, it’s important to start by asking yourself, “What exactly am I securing? In 2020, officials ordered Telegram to pay a fine of $18.5 million and hand back much of the cash that it had raised. In a message on his Telegram channel recently recounting the episode, Durov wrote: "I lost my company and my home, but would do it again – without hesitation." For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. Oleksandra Matviichuk, a Kyiv-based lawyer and head of the Center for Civil Liberties, called Durov’s position "very weak," and urged concrete improvements.
