Since the Russian invasion of Ukraine, Telegram has remained an important lifeline for both Russians and Ukrainians, as a way of staying aware of the latest news and keeping in touch with loved ones. The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp. Artem Kliuchnikov and his family fled Ukraine just days before the Russian invasion. However, the perpetrators of such frauds are now adopting new methods and technologies to defraud the investors.
