В регионе дети-сироты и дети, оставшиеся без попечения родителей, смогут получать жилищные сертификаты на покупку квартир за счет средств регионального бюджета.
Социальная выплата позволит гражданам самостоятельно выбирать и покупать жилье в регионе, используя, кроме сертификатов свои накопления, материнский капитал, ипотечные средства.
Жилищные сертификаты смогут получить лица, достигшие 23 лет, работающие не менее полугода.
