А чего возмутились-то? Это я могу возмущаться — у меня других прав нет. А у депутата есть право законодательной инициативы и есть право голосовать за или против закона. Но почему-то и в этом случае, и в тысячах и десятках тысяч других подобных случаев депутаты вместо чётких норм прямого действия наполняют законы правами чиновников разного уровня устанавливать реальные нормы поведения граждан своими постановлениями, принимаемыми в тиши кабинетов, подальше от внимания общественности. И кто бы этим возмутился!?
