اقلیت واکثریت هم درین جاموضوعیت ندارد،چون نمی‌توان برای هرموضوع شخصی رفراندوم برگزار کردوسنجید که عرف ونظر اکثریت چیست،اگر هم ممکن باشد حاکمیت اجازه نمی‌دهد.
