Half a year later, we are resuming our series of notes on Kostamus authored together with Mikhail Arkhipov.

Masterplans of the future town were developed by Soviet institutes including Leningrad Research Institute for Urban Planning, which played a central role in this process. The plan was designed by Evgeniya S. Sitnikova. At the same time, a significant portion of planning assignments were outsourced to Finstroy, a Finnish joint-stock company. Finland was also responsible for the supply of building materials. Hence, at its birth, Kostamus looked exaclty like an average Finnish town.

Sovetskaya Ul. was one of the first streets to be built in Kostamus. The street is flanked by a chain of a few architecturally significant buildings such as Kostamus’s first pre-fabricated blocks of flats, an outpatient care center and a shopping mall, both designed specifically for Kostamus, and the Druzhba (Friendship) memorial that commemorates the completion of the town and its ore-processing plant.

Recently, Durav wrote on his Telegram channel that users' right to privacy, in light of the war in Ukraine, is "sacred, now more than ever." The picture was mixed overseas. Hong Kong’s Hang Seng Index fell 1.6%, under pressure from U.S. regulatory scrutiny on New York-listed Chinese companies. Stocks were more buoyant in Europe, where Frankfurt’s DAX surged 1.4%. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. One thing that Telegram now offers to all users is the ability to “disappear” messages or set remote deletion deadlines. That enables users to have much more control over how long people can access what you’re sending them. Given that Russian law enforcement officials are reportedly (via Insider) stopping people in the street and demanding to read their text messages, this could be vital to protect individuals from reprisals. The company maintains that it cannot act against individual or group chats, which are “private amongst their participants,” but it will respond to requests in relation to sticker sets, channels and bots which are publicly available. During the invasion of Ukraine, Pavel Durov has wrestled with this issue a lot more prominently than he has before. Channels like Donbass Insider and Bellum Acta, as reported by Foreign Policy, started pumping out pro-Russian propaganda as the invasion began. So much so that the Ukrainian National Security and Defense Council issued a statement labeling which accounts are Russian-backed. Ukrainian officials, in potential violation of the Geneva Convention, have shared imagery of dead and captured Russian soldiers on the platform.
