Согласно законопроекту, за осуществление транспортно-экспедиционной деятельности лицом, не включенным в реестр экспедиторов, предлагается ввести штраф для граждан до 5 тыс. рублей, а для юридических лиц - до 300 тыс. рублей. За повторное совершение предусмотрен штраф на граждан в размере до 10 тыс. рублей, а для юрлиц - до 1 млн рублей.

Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. The Russian invasion of Ukraine has been a driving force in markets for the past few weeks.
