Individual messages can be fully encrypted. But the user has to turn on that function. It's not automatic, as it is on Signal and WhatsApp. So, uh, whenever I hear about Telegram, it’s always in relation to something bad. What gives? But it has "disclosed 0 bytes of user data to third parties, including governments," Telegram states on its website.
