Right now, as Wired reports, the app is a key way for Ukrainians to receive updates from the government during the invasion. But the Ukraine Crisis Media Center's Tsekhanovska points out that communications are often down in zones most affected by the war, making this sort of cross-referencing a luxury many cannot afford. WhatsApp, a rival messaging platform, introduced some measures to counter disinformation when Covid-19 was first sweeping the world. "This time we received the coordinates of enemy vehicles marked 'V' in Kyiv region," it added. In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed.
