Реконструированный на российские средства мемориал расположен на Аллее Славы, а на его поверхность нанесены имена захороненных солдат и офицеров Красной армии, умерших в эвакогоспиталях Таджикистана.

В церемонии открытия, приуроченной к 80-летию Победы, приняли участие не только сотрудники посольства РФ и военные 201-й РВБ, но и представители ветеранских и общественных организаций РТ, а также студенты и школьники.
