به باور فعالان اجتماعی و صاحب‌نظران، تهدید دموکراسی از طریق به قدرت رسیدن راست افراطی یا گروههای تندروی سیاسی یک شبه اتفاق نمی‌افتد. کمبود ارتباطات مؤثر و همبستگی میان طبقات اجتماعی، نژادها، جنسیت‌ها، باورهای دینی، گرایش‌های جنسی، سنین، توانایی‌ها، فرهنگ‌ها و دیگر هویت‌ها بخشی از مشکل است. مشکل دیگر هم نبود احزاب سیاسی جایگزین است که به‌عنوان نماینده‌ی ارزش‌ها، نیازها و جهان‌بینی افراد، انگیزه مشارکت اجتماعی را بالا می‌برند.
در چنین شرایطی، واضح است که جامعه مدنی نمی‌تواند به روش‌های پیشین ادامه دهد، زیرا آن روش‌ها کافی نبوده‌اند.
