Зобницев был назначен на должность зама Натальи Комаровой в2018 году. В окружном правительстве он курировал одни из самых проблемных отраслей региона – строительную и коммунальную, а также ряд других направлений.
В последнее время к чиновнику накопилось большое количество претензий и, по одной из версий, поводом для отставки Зобницева могли стать обращения на «прямую линию» с Владимиром Путиным сургутских обманутых дольщиков.
